The pennies are now being distributed by banks, which are obtaining rolls of the coins on an as-needed basis. Which means there could really be banks which do not obtain the newest coins since they have no great importance of pennies, or because deliveries are now built to banks from inventory, with new coins only being sent as needed. It appears that old circulation is sent before just minted coins.
It also looks that shipments of the new cents are being bunched to banks in different geographic places as opposed to evenly dispersed.
